Action Against Hunger is looking for a Senior Project Officer based in its office in Ninewa and Salah Al-Din
Work place: Ninewa (Ba’aj) and Salah Al-Din (Balad and Dujail) with frequent visits to ACF areas of interventions.
Type of contract: 6 Months – Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid.

The purpose of the position:
Contribute to implementation of Food Security and Livelihoods activities responding to humanitarian needs of affected population in Ninewa and Salah Al-Din governorates.
Objective 1: Implement and Supervise FSL activities
Responsibilities and Tasks:
– Ensure the implementation of activities defined by the Program Manager in coordination with the Logistics and Finance Departments
– Plan activities according to the expected progress of the project
– Evaluate and update project needs (HR, financing, logistics)
– Develop appropriate questionnaires
– Carry out project monitoring
– Identify and inform the Program Manager of any problems or constraints
– Follow the project’s progress and write relevant reports
– Propose solutions or improvements to ensure the smooth running of the project
– Coordinate activities and sensitize local partners in the field
Objective 2: Follow up the compilation treatment of data and analysis
Responsibilities and Tasks:
– Ensure Data Analysis and ensure that databases as well as activity indicators are followed up and harmonized
– Ensure a continuous evaluation of methods and follow-up of projects, and propose improvements
– Participate in the analysis and drafting of activity reports and the evaluation of those responsible for projects
– Propose and manage Food security and livelihood assessments and reports
– Ensure capitalisation of programmes documentation (including assessment reports, methodology, beneficiary selection and list, distribution reports, etc…)
Objective 3: Develop and Maintain internal and external coordination for the project
Responsibilities and Tasks:
– Ensure communication and coordination with the Base Management/Coordination Team and the food security teams
– Participate in internal and external coordination meetings (ensure minutes of meetings when necessary)
– Ensure the reporting of coordination with the authorities or external partners when necessary
– Propose new project directions or improvements
Objective 4: Manage and Supervise the Projects’ Team
Responsibilities and Tasks:
– Recruit and sensitize the daily workers
– Participate in the recruitment of Team Members with the PM
– Supervise, Train and motivate the team members
– Develop training topics
– Organize the work of the team to optimize the capacity of each team member
– Conduct Team Member appraisals and ensure the team is appraised before the end of each project and at least once yearly
Objective 5: Coordination and communication:
– Ensure the coordination with the relevant authorities and stakeholders to present he project activities;
– Develop all the required formal letters for the relevant authorities related to the activity implementation.
– Coordinate contractor activities and report to the Line Manager any problem with them
– Ensure the project’s representation in terms of coordination at the community level ;
– Ensure the project’s integration into local structures
Objective 6: Participate in implicating the beneficiary communities in the project :
– Coordinate activities and sensitize local partners in the field ;
– Identify technical training needs in the community ;
– Organize information meetings with community members on technical aspects: use of water points, use and maintenance of sanitation facilities, community mobilization for maintenance and drainage improvement, and how to obtain maintenance and tools kit.
– Communication on drainage master plan and supervise follow-up of tools kit
Objective 7: Logistics and Finance
– Manage logistics procedures for the project team (PL, SRO, SFU) in collaboration with the logistics team
– Check and follow the material received for the project(s)
– Organize vehicle movements for the project team in collaboration with the fleet and premises officer.
– Support the PM in providing inputs for the BFU forecasting and actual inputs.
Objective 8: Other duties
– Will promote the do no harm, across the project.
– Communicate with all the beneficiaries of the project regarding activities location and time
– Follow-up the working plan submitted by the line manager.
– Provide feedback to community
– Prepare weekly progress report including technical comments/feedback
– Supervise the use of security equipment during the rehabilitation activities
– Any other duties as assigned by the line manager.
Recruitment Criteria:
Qualification/Degree:
– University Bachelor degree in Business administration, Humanitarian studies or related field preferred.
Professional Experience:
– 3 years of work experience in a Food security and livelihood
Technical Skills:
– Strong knowledge of the intervention area
– Good computer knowledge
– Strong agriculture and livestock knowledge
– Strong water management knowledge and experience.
– Good knowledge and understanding of humanitarian crises issues
– Experience on cash transfer programming including unconditional cash grants, agriculture and livelihood, business grants etc.
– Understanding small business, business planning and business management.
