ITC Programme Manager – 12 Months Contract -Iraq

Essential - Minimum of 10 years of progressive experience in IT Project & Programme management, 5 years of those in a Programme Manager or Head of PMO role. Minimum 5 years of experience within the oil & gas industry. Proven track record of managing large-scale IT programmes & portfolios with multi-million-dollar budgets. Project Management Institute (PMI) certification or equivalent is mandatory in both waterfall & agile delivery methodologies (e.g. PMI-ACP, PMP, SCRUM, SAFe, Lean, PRINCE2, PRINCE2 Agile). Demonstrable expertise in both waterfall & agile delivery methodologies.
As the ITC Programme Manager, you will be responsible for overseeing the successful delivery of a multi-faceted IT delivery portfolio exceeding $10 million. Your projects will span critical IT infrastructure deployments (field fiber, CCTV/Security systems, networks, data centres), large-scale application implementations, & significant transformational initiatives. You would be accountable for the safe, high-quality delivery of high-quality digital solutions to the business, enabling enhanced, efficient & cyber-secure operations. You will lead & mentor a high-performing team of 4-6 individuals, including Project Managers & a Performance Lead, fostering a collaborative & results-driven environment. You will also closely engage with the rest of the ITC teams (Applications & Data, Infrastructure, Field Communications, Service Desk) & a diverse set of non-ITC cross-department stakeholders.
ITC Programme Manager key accountabilities
- Lead the end-to-end planning, execution, & delivery of a diverse IT projects portfolio, ensuring alignment with business objectives & ITC strategic goals.
- Manage project budgets, resources, & timelines effectively, ensuring projects are delivered within scope/quality requirements, on time, & within budget.
- Provide strong leadership & mentorship to a team of Project Managers & a Performance Lead, fostering their professional growth & ensuring optimal team performance.
- Implement & maintain robust project governance frameworks, including risk management, quality assurance, & change control processes.
- Collaborate extensively with cross-functional teams, stakeholders, & vendors to ensure seamless project integration & successful delivery.
- Drive the adoption of best practices in both waterfall & agile delivery methodologies, adapting approaches as required by project complexity & requirements.
- Develop & present comprehensive project reports, status updates, & portfolio delivery OKR/KPI’s to the CIO & senior project/business stakeholders.
- Ensure all ITC projects adhere to company Health, Safety & Environment (HSE) standards, industry regulations, code of conduct, & the ITC PMO governance process.
- Proactively identify & mitigate potential project risks & issues, developing contingency plans to minimize impact.
ITC Programme Manager Required Skills
- Strong leadership skills with experience in managing & developing a diverse team of project professionals.
- Experience in project/programme delivery in waterfall, agile & hybrid methodologies within the Oil & Gas sector or similar Industrial environments.
- Excellent communication, negotiation, & stakeholder management skills.
- Ability to work effectively in a demanding, fast-paced, & remote rotational environment, with a diverse workforce of national & expatriate staff from around the globe.

ITC Programme Manager desirable qualifications
- Highly desirable to have Programme Management certification, e.g. PgMP, MSP, or Master’s/post-graduate degree in Information Management, Programme Management, or other relevant disciplines.
- Cloud Technology certification.
- ITIL certification.
- Knowledge/experience in architecture & cyber security.
