The programs fall within the fields of water, hygiene, and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational child protection,n and psychosocial support (Protection). In 2022, its committed teams operate in 10 countries in Asia, Africa, and Middle East Region.
TGH has been working in Iraq since June 2013, providing WASH in schools, winterization distribution, cash for education, youth empowerment, Case management, and psychosocial support as well as livelihood activities to Syrian refugees and IDPs in KRI. TGH developed its expertise in delivering Child Protection assistance to displaced, refugee, and host children in camp and out-of-camp settings. TGH had worked in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems.
The present project “Empowering Kirkuk Youth: Football for Peace, Resilience and Prevention of Violent Extremism” is to strengthen the resilience of young men and women and community, with the support of local institutions and civil society actors.
This project aims at strengthening football facility capacity in the youth centers, strengthening youth skills and resilience through life skills and football activities, enhancing engagement of youth in the community issues through supporting Youth Advisory Groups and youth-led initiatives, and building capacity of volunteers and football coaches.

GENERAL OBJECTIVE:
The overall objective of the Project Manager is to coordinate the implementation of youth skills development, youth engagement, empowerment and football activities and strong coordination with Directorate of Youth and Sport.
Under the technical guidance of Country Director will ensure the quality and effective implementation of the youth empowerment and engagement project of TGH “Empowering Kirkuk Youth: Football for Peace, Resilience and Prevention of Violent Extremism.”
The PM will implement youth empowerment and engagement and football activities in collaboration with Directorate of Youth and Sports according to standard guidelines and donor requirements. He/she will ensure the capacity of Directorate of Youth and Sports, selected youth center and the youth and other targeted beneficiaries is enhanced through capacity building assessments, development of training modules, support the selection of training participants based on specific criteria, quality implementation of trainings, organization of football activities, organization of youth led initiatives and management of workshops. And he/she will ensure strengthening of coordination mechanisms to facilitate more effective youth empowerment and engagement services and Capitalization, institutionalization and continuity of practice in TGH approach to youth engagement and empowerment , football, and PVE issues.
She/he will work under the direct and technical supervision of the Country Director based in Kirkuk. She/he will provide technical supervision to DoYS team implementing activities in a selected youth center in Kirkuk.
This position will include regular trips to Erbil to ensure the follow-up of coordination the main TGH coordination team.

Tasks and responsibilities
Responsibility 1: Project Management
Task 1- He/she will lead the design, supervision of implementation of activities, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budget.
Task 2- She/he ensures the proper implementation, supervision, and monitoring of the project activities such as: development of training modules, organizing and facilitating trainings, quality implementation of trainings, organization of football activities, rehabilitation of football facilities, organization of youth led events and management of workshops.
Task 3- In Close collaboration with Country Director and MEAL Officer, developing overall project implementation strategy, systems, approaches, tools, and materials
Task 4- In collaboration with MEAL Officer, She/he assesses the effectiveness of the youth empowerment and engagement throughout the project, using Monitoring & Evaluation tools and working in close collaboration with the Capacity Development Monitoring & Evaluation team from the Directorate of Youth.
Task 5- She/he proposes any relevant change of strategy or implementation change if needed.
Task 6- She/he organizes regular meetings with DoYS and youth center team to ensure the continuity of good practices in project implementation and coordination amongst the teams.
Task 7– In close collaboration with MEAL Officer, designing assessments, awareness raising and information activities with the support of Country Director
Task 8- She/he provides technical supervision on selection and registration of beneficiaries, according to set vulnerability criteria (at-risk youth criteria)
Task 9- She/he provides technical supervision and leading the implementation of the Life Skills and Citizenship Education (LSCE) activities and trainings
Task 10- She/he ensures timely and effective facilitation of Football activities and rehabilitation of football facilities
Task 11- She/he ensure implementation of youth-led Community initiatives as well as social, digital and civic engagement initiatives (including awareness raising among communities on PVE, peace building, co-existence and youth participation
Task 12- She/he ensures formation and formalization of youth-led action groups including Young People’s Advisory Board, Youth Volunteer group for PVE efforts and youth issues
Task 12- He/she will be responsible for the capacity of coaches and volunteers from the youth centers and community on soft skills
and child protection principles.
Responsibility 2: Logistics and administration/finances
Task 1- She/he manages logistical and administrative issues related to the implementation of TGH project activities.
Task 2- She/he makes sure that logistical, administrative and financial procedures linked to project implementation are established and alerts her/his superiors if gaps are observed in order that corrective action may be taken.
Task 3- She/he ensures budget follow-up, participates actively to dedicated meetings, monitors the efficiency in the implementation of the projects (adequacy between means and resources allocated) and informs the superior in case of gap.
Task 4- She/he supports the logistics department for the preparation of the procurement plan and follows the procurement process according to TGH procedures
Responsibility 3: Internal coordination
Task 1- She/he participates in internal coordination meetings and communicates regularly (by direct presence or through Skype) with the Country Director.
Task 2- She/he communicates with Country Director and the technical referent at headquarter level on the project evolution, the technical problems faced, the potential risks and proposed solutions.
Task 3- She / he works in close partnership with Country Director and MEAL Officer to develop and/or improve monitoring tools and reporting templates, provides these to the team and ensures their understanding and implementation to follow-up the project
Task 4- She/he participates in bi-weekly internal coordination meetings and communicates regularly with Country Director.
Task 5- She/he meets monthly with Country Director and MEAL to review progress against targets on contractual and soft indicators, and to ensure continuity of good practices and sharing of challenges/lessons learned.
Responsibility 4: Representation and external coordination
Task 1- She/he ensures the external representation of the project and liaises with authorities (DoYS) on a monthly basis, as well as with UN Agencies and NGOs (national & international).
Task 2- At the request of her/his superiors, she/he represents TGH with donors, partners, local authorities, and stakeholders involved in the implementation of other projects.
Task 3- She/he regularly attends and actively participates in JCF working group in Kirkuk.
Task 4- Ensuring strong working relationships with youth centers to facilitate effective collaboration and communication
Responsibility 5: Reporting
Task 1- She/he participates in writing the monthly, quarterly and final reports for the donor.
Task 2- She/he participates in writing any possible/future youth empowerment and engagement concept notes, project proposals, tools, etc.
Task 3– Ensuring the correct implementation and regular update of all monitoring tools.
Responsibility 6: Communication
Task 1- She/he contributes to finalising the communication plan for the project.
Task 2- She/he provides HQ with photos, success stories (Website, Facebook, Twitter).
Responsibility 7: Security
Task 1- She/he contributes to efforts aimed at ensuring compliance with safety rules and transmits all information related to safety concerns to her/his line manager.
Task 2- She/he ensures the application/respect the security rules and follow-up of the security guidelines.
Responsibility 8: Participate in the development of new projects
Participate in the needs assessments for new projects, when requested.
Required Qualifications & Preferred Skills
- A minimum Bachelor degree in management, social work, pedagogy, international relations, community development with focus on children and/or youth, media and communications or other related field of studies,
- At least two years’ experience in a management position (with direct supervision of staff) with NGO/UN.
- Minimum of 3 years of relevant NGOs’ experience (working in the education, social or community development with focus on youth engagement, empowerment and PVE);
- At least 3 years of relevant professional experience in capacity-building, youth empowerment, facilitation, peacebuilding, or
- similar areas.
- Strong background in social sciences research, especially those relevant to prevention of violent extremist
- Impeccable understanding of Project Cycle Management
- Accuracy and professionalism in document production and editing; familiarity with tools and approaches of communications for development;
- Experience of facilitating and conducting trainings
- Robust knowledge of government structures in Kirkuk, Directorate of Youth and Sports, Social Protection Department, Community Police;
- Familiarity with Humanitarian Principles, Protection Principles, and internationally recognized minimum standards in Child Protection, including the Convention on the Rights of the Child
- Strong understanding of the humanitarian coordination mechanisms in GoI, particularly in Kirkuk;
- Excellent communication and interpersonal skills; strongly diplomatic and capable of leading on difficult mediation and negotiations
- Solid programmatic, organizational planning and reporting skills
- Excellent knowledge of Microsoft Office (with focus on Excel, Word and PowerPoint).
