Al-Rakeezeh Foundation for Relief and Development (RRD) is pleased to announce several job openings within the FORSA Project, implemented in partnership with Education Above All (EAA) and Save the Children (SCI).
The project aims to support Out-of-School Children (OOSC) in Iraq by improving access to inclusive and quality education.

Duty Station: Baghdad, Iraq
Reports To: Project Manager
Contract Type: Full-time, 12 months (renewable, subject to donor funding and satisfactory performance)
- Job Purpose
The HR & Administration Officer is responsible for managing all human resources and administrative functions for the FORSA Project in Baghdad. The position ensures compliance with RRD and donor (EAC/Save the Children) policies related to recruitment, personnel management, performance evaluation, and administrative operations. The role supports an efficient and transparent work environment that enables the successful implementation of project activities.
- Key Responsibilities
Human Resources:
- Lead recruitment processes, including preparing job advertisements, shortlisting, and coordinating interviews.
- Ensure all staff have valid employment contracts, job descriptions, and personnel files in compliance with RRD policies.
- Manage attendance, leave tracking, and payroll support for project staff.
- Support performance management by coordinating appraisal cycles and maintaining evaluation records.
- Provide induction sessions to new staff on RRD policies, safeguarding, and code of conduct.
- Maintain confidentiality of personnel information and ensure data protection compliance.
Administration:
- Manage office administration, supplies, and logistics to ensure smooth daily operations.
- Support the organization of meetings, trainings, and workshops.
- Oversee maintenance of office equipment and facilities.
- Ensure effective filing and archiving of administrative documents.
- Coordinate with the Finance Officer to ensure compliance in procurement and payments related to HR and operations.
- Support internal and donor audits by providing necessary HR and administrative documentation.
- Qualifications and Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum 4 years of experience in HR and administrative management within NGOs or international organizations.
- Knowledge of Iraqi labor laws, recruitment practices, and HR best practices.
- Experience working in donor-funded projects (Save the Children, UNICEF, etc.) preferred.
- Excellent organizational and time management skills.
- Fluency in Arabic and English (written and spoken).
