Job Purpose
The Camp Manager is responsible for the comprehensive management and operations of the on-site camp facilities supporting project activities in Basra. This role ensures safe, secure, comfortable, and efficient living and working conditions for all personnel, effective camp services (accommodation, meals, transport, utilities), compliance with local regulations and client requirements, and the coordination of camp-related activities with project management, logistics, HR, medical, and security teams.
Key Responsibilities
- Oversee daily camp operations including accommodation management, catering/food service, housekeeping, laundry, waste management, utilities, and maintenance.
- Ensure safety, security, and compliance with Health, Safety, Environment, and Quality (HSE/QA) standards; implement and review emergency response and evacuation plans.
- Manage camp budget, procurement, vendor contracts, and contractor performance to ensure cost-effective and reliable services.
- Coordinate arrival, onboarding, and relocation of personnel; manage occupancy planning, guest/visitor handling, and queue management for camp services.
- Develop and implement standard operating procedures (SOPs) for all camp functions; monitor service levels and drive continuous improvement.
- Lead incident investigation and corrective actions related to camp operations; maintain incident logs and ensure proper reporting.
- Maintain accurate records for housing allocations, leave, and occupancy; prepare periodic reports on camp status, occupancy, maintenance, and service quality.
- Ensure compliance with local labor laws, visa/work permit requirements, and company policies; liaise with local authorities and service providers as needed.
- Collaborate with security and health services to support personnel welfare, medical clinics, and emergency drills.
- Plan and coordinate transportation logistics (shuttle buses, vehicle maintenance) and fuel/utility consumption to optimize efficiency.
- Manage camp facilities maintenance programs, preventive maintenance schedules, and contractor coordination for repairs.
- Support project teams with logistics planning for mobilization and demobilization as needed.
Qualifications
- Bachelor’s degree in a relevant field (e.g., Project Management, Facilities Management, Engineering, Business Administration, or a closely related discipline).
- Minimum 15 years of relevant experience in camp management, facilities management, or operations within large-scale industrial or construction projects (preferably in multinational or high-security environments).
- Proven experience managing large accommodations, food service, security, and maintenance operations in challenging or remote locations.
- Demonstrated ability to manage budgets, vendor relationships, and service contracts.
