STANDARD MINIMUM QUALIFICATIONS
Education: PHD degree in public policy, statistics, development studies, or a closely related field (e.g., international affairs, governance). A background in fields relevant to statistics.
Experiences: Minimum of 5 years of relevant professional experience in data collection, monitoring, and evaluation, or research for development projects.
- Experience should include work on initiatives related to developing reports based on collecting data.
- At least 3 years of experience in developing and drafting analytical reports, policy papers, or similar project documentation for international development programs.
- Experience producing reports for government or UN projects
Technical Experience:
- Demonstrable experience in working with data management and analysis tools (such as Excel, SPSS/STATA, or data visualization software) and digital survey platforms or mobile data collection applications.
- Familiarity with citizen-generated data initiatives or crowdsourcing data techniques is an advantage.
- Proven ability to integrate data from various sources and ensure its quality and validity is required.
- Knowledge of Context: Solid understanding of Iraq’s development context, particularly issues related to governance, youth participation, and public service delivery.
Language:
- Fluency in both written and spoken Arabic and English is essential. The consultant must be able to produce high-quality reports in English and communicate effectively with local stakeholders in Arabic.
Other Specific Requirements:
- Experience working with UN agencies or international non-governmental organizations (NGOs) is an asset.
- Demonstrated ability to work effectively in a multicultural and sensitive environment is required, as the consultant will engage with diverse groups, including government officials, youth from different communities, and international partners.
- The consultant should also be familiar with UNDP’s operational processes and uphold UN core values throughout the assignment.
