Context/Reporting line:
Under the general guidance of the Return and Reintegration Programme Officer, the overall supervision of the Programme Implementation Officer, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of the National Field Officer, the successful candidate will hold the below listed responsibilities:
Core Functions / Responsibilities
1. Assist in coordinating the collection of high-quality data through direct observation, focus group discussions, community dialogues, and key informant interviews, in full compliance with IOM’s guidelines and Standard Operating Procedures (SOPs).
2. Conduct field visits to monitor programme implementation, and suggest corrective actions for re-programming.
3. Coordinate community outreach initiatives, facilitating the inclusion and active participation of vulnerable and marginalized groups in all project activities.
4. Support planning, organization, and facilitation of workshops, trainings, dialogue sessions, and community events, in close collaboration with local stakeholders and authorities.
5. Contribute to the technical and operational management of the project, including coordination with partners, development of action plans, and follow-up on implementation timelines and deliverables.
6. Engage in continuous program monitoring and evaluation, contributing to learning, reporting, and integration with broader social cohesion and Peace and Stabilization Division (PSD) program initiatives at the governorate level.
7. Maintain, update, and quality-check electronic records and beneficiary databases, ensuring accuracy and completeness of documentation for all implemented activities.
8. Provide technical and operational support to enhance the effectiveness of community mobilization efforts and promoting local ownership.
9. Conduct regular field visits to project locations within the designated region (and as needed to other regions), monitor implementation of IOM-supported activities and Quick Impact Projects (QIPs), and provide informed recommendations for improving Tribal Engagement initiatives.
10. Undertake targeted field missions to areas of return, including but not limited to Nineveh, Anbar, Salah al-Din, and Diyala, to identify, document, and support the resolution of return-related challenges.
11. Perform additional responsibilities as required by the supervisor to ensure effective program delivery and coordination.
Required Qualifications
Education:
• Bachelor’s degree in social work, social science, Statistics from an accredited academic university or institution with 4 years of relevant professional experience, or
• Completed high school diploma degree with 6 years of relevant professional experience.
Experience and Skills:
• Minimum of 4 years of experience in humanitarian assistance, community engagement, or related fields.
• Demonstrated experience in monitoring and tracking activities, preferably in a humanitarian or development context.
• Strong interpersonal and communication skills, with the ability to effectively engage with a diverse range of stakeholders.
• Ability to develop and implement strategies to address the needs of vulnerable populations.
• Experience in organizing events, workshops, or outreach activities would be an advantage.
• Knowledge of migration, displacement, and humanitarian principles is desirable.
Languages:
• Fluency in English and Arabic is required.
• Working Knowledge in Any other language is an Advantage.
