At Eni, we are looking for an Oil & Gas Civil Works and Building Section Head within the Zubair Field Operating Division in Basra, Iraq. You will be responsible for managing, supervising and coordinating all civil and structural activities across oil and gas construction sites, including buildings and related infrastructure. You will ensure that all works are executed in line with design specifications, safety and quality standards, and delivered within budget and schedule. Additionally, you will act as the main point of contact for all civil and building-related aspects of the project.
Your employment contract will be managed by Eni International Resources Ltd (EIRL).

Main responsibilities:
- Oversee the execution of all civil and structural works, including foundations, roads, drainage, buildings and concrete structures.
- Coordinate with engineering, procurement and construction teams to ensure the timely delivery and installation of civil and building components.
- Develop and manage section-specific construction schedules aligned with overall project milestones.
- Monitor progress and provide status reports on civil and building works to the Construction Manager.
- Lead and supervise a team of engineers, supervisors and subcontractors involved in civil works and building construction.
- Participate in progress and ad hoc project meetings, ensuring that planning/cost control and document control engineers are kept informed.
- Ensure that contractors and workers comply with project specifications, safety regulations and quality standards.
- Review and approve civil and structural drawings and specifications in coordination with the engineering team.
- Resolve technical issues and provide field engineering solutions as required.
- Enforce HSE (Health, Safety & Environment) standards and ensure all activities comply with the project’s safety plans.
- Implement and monitor quality assurance/quality control (QA/QC) procedures and inspection test plans (ITPs).
- Monitor resource allocation (manpower, materials, equipment) for civil and building works.
- Control and report on section budgets, expenditures, and material usage.
- Endorse suppliers’/contractors’ progress invoices and payment requests against work effectively performed and previously certified by Construction and Engineering/Procurement team members, in support of the Contracts Administration function for invoicing validation.
- Liaise with project consultants, client representatives and other discipline leads to coordinate civil interface activities.
- Support pre-commissioning and handover of completed civil and building works to operations.
- Monitor and ensure adherence to the invoicing schedule of contractors.
- Provide support to the Contracts Administration function in evaluating suppliers’/contractors’ variation order proposals (quantities and associated unit prices).
- Perform site document control functions, including archiving (both hard and soft copies) and distributing formal correspondence between the Company and suppliers/contractors within the site execution team, in accordance with the relevant EPC contractual procedures and internal correspondence protocols.
- Demonstrate a strong personal commitment to HSE principles and systems by conducting business in a healthy and safe environment, complying with the Eni Iraq HSE Policy, ensuring team members are adequately trained, reporting any anomalies or incidents, and proactively suggesting improvements to enhance the HSE approach.
Skills and experience required:
- Engineering degree, preferably in Civil or Structural Engineering.
- Extensive experience in the oil and gas sector.
- Experience in downstream, midstream, or joint ventures with Eni or another major oil and gas company preferred.
- Preferred Certifications: PMP or equivalent project management certification; NEBOSH/OSHA certification for site safety management. Chartered/Professional Engineer.
- Experience in HSEQ and environmental safety would be appreciated.
- Experience in contract management and variation orders, liaising with Contract Administrators.
- Fluency in written and spoken English.
- Trained on project management and document management applications, Microsoft Project, Primavera, SAP, is advantageous.
- HSE Management in Eni upstream operations
- Excellent interpersonal, communication and influencing skills.
- Highly self-motivated and proactive, with strong time management abilities.
- Strong planning and control capabilities, problem-solving skills, results orientation, and a collaborative team spirit.
- Demonstrates passion and a positive attitude, setting a strong example for others.
