The project aims to support Out-of-School Children (OOSC) in Iraq by improving access to inclusive and quality education.
Position Title: Project Manager – FORSA Project
Program: Education Above All / Save the Children – EAC Program
Duty Station: Baghdad, Iraq
Reports To: PDQ Manager / Chief Executive Officer
Supervises: Education Officer, MEAL Officer, Community Mobilizer, Finance Officer, HR & Admin Officer, and Supply Chain Officer
Contract Type: Full-time, 12 months (renewable, subject to donor funding and satisfactory performance)
- Job Purpose
The Project Manager oversees the overall implementation of the FORSA Project, ensuring timely delivery, quality assurance, and full compliance with the Education Above All (EAC) / Save the Children (SCI) partnership framework. The role leads the coordination of field activities, manages staff and resources, and ensures the project meets its objectives of enrolling and retaining Out-of-School Children (OOSC) in quality, inclusive education programs across Baghdad.
- Key Responsibilities
- Provide overall management, leadership, and coordination of the FORSA Project implementation in Baghdad.
- Lead project planning, budgeting, and execution to ensure all outputs and outcomes are achieved in line with the EAC Results Framework and PMP.
- Supervise and support the technical and administrative staff to ensure operational efficiency and high performance.
- Oversee day-to-day coordination with the Ministry of Education (MoE) and six Directorates of Education in Baghdad for effective collaboration.
- Ensure adherence to donor and RRD compliance standards, including financial management, procurement, and safeguarding.
- Review progress reports, MEAL findings, and data trends to inform strategic decisions and adaptive programming.
- Represent RRD in donor coordination meetings, EAC monitoring visits, and education cluster platforms.
- Monitor progress against key indicators such as OOSC identification, enrolment, and survival rates.
- Facilitate staff capacity building and mentorship in project management, reporting, and safeguarding practices.
- Ensure all reporting to Save the Children and EAC is accurate, timely, and evidence-based.
- Qualifications and Experience
- Bachelor’s or Master’s degree in Education, Project Management, Development Studies, or related field.
- Minimum 7 years of experience in managing donor-funded education or humanitarian projects.
- Strong knowledge of EAC indicators and Save the Children project management standards (MEAL, PMP, logframe, budget monitoring).
- Proven experience in team management, coordination with government counterparts, and donor reporting.
- Excellent organizational, analytical, and communication skills.
- Fluency in Arabic and English, both written and spoken.
