Background
Registered in Iraq since 2011 with a presence in Erbil and Baghdad, iMMAP Inc. Monitor and verify U.S. funded CWD activities in Iraq at regularly scheduled intervals to confirm the accuracy of implementing partners (IP) reporting submitted to PM/WRA, as well as IP compliance with the terms and conditions of their respective agreements or contracts.
Position Summary
The TPM Project Coordinator will be responsible for managing the project under the leadership of the Country Representative, Iraq and will implement and manage the team (monitoring and evaluation officers, information management officer), deployed to evaluate the impact of WRA-funded mine action activities in Iraq.
The Mine Action TPM Project Coordinator will be responsible for the monitoring and evaluation (M&E) of WRA funded de-mining organisations in Iraq. This individual will work with programs to generate M&E plans, collect the appropriate data and information for driving strategic decision-making and resource allocation consistent with CWD program. S/he will work directly with iMMAP Country Representative on establishing and/or revising monitoring and evaluation frameworks and plans, collecting and analysing program outcome data and information, designing and executing evaluations, and assist programming leadership on making evidence based – informed strategic decisions. S/he will also work with the national authority to capture operational achievements on the ground.
Description of Duties
Essential Duties/Tasks and Responsibilities:
The TPM Project Coordinator is responsible for all assigned tasks by the Country Representative as follows:
Pre-Deployment Activities:
- Contribute to the development, updating and reviewing of TPM methodology and tools for data collection.
- Support testing of all new tools within the mobile data collection platform.
- Manage the site selection for the monitoring activities for each quarter.
- Prepare the field visit work plan for each quarter, including sites’ data collection plan, for validation by the CR.
- Coordinate with implementing partners to discuss selected sites, data collection plan.
- Assist CR in training and mentoring TPM staff on Mine Action, Monitoring and Evaluation, field data collection and any other relevant field.
Deployment Activities:
- Coordinate data collection activities across Iraq.
- Participate in field data collection activities when relevant.
- Work closely with Implementing Partners and relevant stakeholders to ensure data collection activities are conducted smoothly and successfully.
- Conduct internal quality assurance and quality control to ensure integrity of M&E data collection and respect of procedures by the M&E officers across Iraq.
Post-Deployment Activities:
- Support the M&E Officers in the preparation of draft individual site visit reports.
- Validate M&E Officers’ individual site visits reports for PM review.
- With the support of the TPM IM Officer, ensure relevant documents are archived on SharePoint.
- Support the CR in the preparation and delivery of WRA TPM quarterly reports.
- On a routine basis collect, collate, and report on internal lessons learned on TPM process.
- Support the CR in the preparation and implementation of the stakeholder workshop.
Team Management
- The TPM Project Coordinator manages the M&E officers, IMOs for the TPM project across Iraq.
- Participate in the recruitment of M&E officers and IMOs.
- Ensure regular communication with all M&E officers and other team members.
- Develop and build an effective team of M&E officers across Iraq.
- Conduct regular PERs for the M&E Officers and other team members.

Academic Qualifications/Experience/Language
- Bachelor’s Degree in social sciences, humanitarian and/or development studies, or relevant field
- Minimum 5 years of relevant experience within the Mine Action Operations and management.
- Minimum 4 years’ experience in either program implementation, coordination, analysis or monitoring and evaluation.
- Experience in working in complex and volatile contexts.
- Experience of field data collection activities.
- Experience in coordination with multiple stakeholders (local authorities, NGOs, etc.).
- Experience in team management.
- Very good working knowledge of English, Arabic and Kurdish.
- Very good writing skills (English).
