Job Overview:
The Health and Safety Officer is responsible for ensuring a safe and compliant work environment by identifying hazards, implementing safety measures, conducting inspections, and training staff. This role oversees compliance with safety standards, emergency preparedness, and continuous monitoring to protect employees, equipment, and project sites
Roles and responsibilities:
- Provide health and safety measures in a working environment
- Support staff with the identification of environmental aspects and determining the project objectives and target.
- Identify and evaluate the unsafe environment and practices
- Identify the root causes of safety and industrial hygiene
- Identifying potential hazards and evaluating their risks, including developing Job Safety Analysis (JSA), and move quickly to address them before they occur.
- Develop hazard control processes, methods and programs
- Recommend solutions to issues that need improvement
- Advise several ways of controlling potential threats
- Monitor implementation of safety plans according to plans and objectives
- Monitor and track safety systems by using computer systems and spreadsheets Communicate plans and strategies across the entire business unit from time to time
- Follow up on the maintenance and upkeep of safety tools and equipment and processes related to each project of health and safety
- Suggest several preventive methods and practices like recycling, waste disposal, pollution control, etc.
- Coordination and continuous communication with the safety officers of the companies and contractors working on the site by holding periodic meetings with them, informing them of all recommendations and observations, and following up on their compliance with directives and requirements.
- Conducting training courses and educational lectures for site workers on a regular basis.
- Measure and audit the effectiveness of hazard control programs
- Conducting regular workplace inspections and audits to identify hazards, non-compliance, and areas for improvement.
- Prepare future safety plans based on past experiences and facts, creating and updating safety policies and procedures.
- Monitoring the safety and efficiency of tools, machines and equipment operating on site and emphasizing the need to provide periodic calibration reports for them.
- Monitoring the safety and efficiency of the Tower cranes operating on site, conducting periodic inspections of all their parts, and requesting the submission of a calibration report for them, submitted by a specialized entity accredited by official authorities.
- Follow up on the issue of temporary electrical extensions on site and ensure the safety of wires and cables, their paths, and installation methods.
- Providing first aid in emergency situations and taking thoughtful and rapid action to evacuate the injured to hospitals as quickly as possible.
- Develop a comprehensive firefighting plan, ensure alternative exits and routes, provide recommendations and instructions regarding fires, develop a sound evacuation plan, and train on it.
- Continuous documentation of all events, submission of periodic reports to project management, identification of necessary procedures regarding violations, and follow-up on their implementation.
- Follow up on the installation of safety signs at various work sites.
- Follow up on the installation of warning signs around service openings, elevator shaft, building and stairs edges, and temporary electrical wiring routes.
- Work in compliance with ISO 14000/ 14001 & standards and practices.
Qualifications:
- Strong knowledge of health, safety, and environmental regulations (ISO 14000/14001 preferred).
- Ability to identify hazards, conduct risk assessments, and implement safety plans.
- Skilled in training, inspections, audits, and incident reporting.
- Strong decision-making, leadership, and communication skills.
- Proficiency in Arabic, Kurdish, and basic English (reading/writing).
- Minimum 1–2 years of relevant HSE experience in construction projects.
- Preferably a Civil Engineer or related field with safety certifications (e.g., NEBOSH/OSHA
