Background
iMMAP Inc. in Iraq supports national authorities, international, and local non-government organizations to strengthen their information management (IM) capabilities through a comprehensive approach that combines tailored capacity strengthening, the development of IM/ GIS procedures and standards, and the design of innovative IM tools. The support provided by iMMAP Inc. enables evidence-based decision-making to better plan, prioritize, and deliver services to those in need.
The Capacity Building Officer will support the planning, delivery, and monitoring of training, mentoring, and knowledge transfer activities to strengthen the technical and operational capacity of National Mine Authorities (NAMAA) staff.
Reporting Line
The Capacity Building Officer will report directly to the Project Manager and the Country Representative.
Scope of Work
Objective
To strengthen the technical, analytical, and operational capacity of NMAA staff in Information Management (IM) and Geographic Information Systems (GIS) for improved planning, reporting, and decision-making.
Description of Duties
Capacity Assessment & Planning
- Conduct comprehensive capacity assessments and skills gap analyses for NMAA and partner staff, including technical, operational, and managerial competencies.
- Map current training resources, materials, and tools available within iMMAP Inc.
- Identify priority areas for capacity development aligned with project objectives, organizational strategy, and donor requirements.
- Develop a structured, time-bound capacity-building plan with clear objectives, milestones, and success indicators.
- Collaborate with management to integrate capacity-building initiatives into broader organizational strategies.
- Anticipate emerging capacity needs due to new tools, technologies, or operational contexts and update plans accordingly.
Training & Knowledge Transfer
- Design and deliver customized training modules, workshops, and on-the-job mentoring for IM/GIS and operational staff.
- Develop comprehensive training materials, manuals, SOPs, and presentations to ensure knowledge retention.
- Use participatory approaches to enhance engagement and effectiveness.
- Promote adoption of standardized procedures, quality assurance, and data governance practices.
Monitoring & Evaluation
- Design monitoring frameworks and tools to evaluate the effectiveness and impact of capacity-building activities.
- Collect quantitative and qualitative data on training participation, skill application, and performance improvements.
- Identify gaps in learning outcomes and recommend follow-up interventions, refresher courses, or coaching sessions.
- Conduct post and pre-training evaluations and prepare reports highlighting lessons learned, achievements, and challenges.
- Support the development of Key Performance Indicators (KPIs) for staff skills and organizational capacity development.
Technical Support & Advisory
- Provide day-to-day technical support for IM/GIS staff in data collection, cleaning, visualization, and reporting.
- Guide staff on the use of national and international systems, including IMSMA Core/ NG, OSDBMA, Survey 123, Power BI, ArcGIS/QGIS.
- Troubleshoot technical challenges and recommend solutions for data management, mapping, and reporting processes.
- Support integration of IM/GIS tools into decision-making and planning processes.
Coordination & Reporting
- Liaise with NMAA, government authorities, and external partners to ensure alignment of capacity-building initiatives with national priorities.
- Coordinate with internal project teams to schedule and implement training without disrupting operational activities.
- Maintain accurate records of all training activities, attendance, and outcomes.
- Prepare periodic reports for management and donors summarizing capacity-building achievements, challenges, and recommendations.
- Contribute to donor reports, proposals, and presentations on capacity-building progress.
Other Tasks
Conduct any other tasks related to information management and GIS as requested by the Project manager and the Country Representative.
Requirements
Education
- Bachelor’s degree in information management, GIS, Education/Training, or a related field.
Experience
- Minimum 5 years of experience in capacity building, training, or technical advisory in humanitarian or development contexts.
- Proven experience in IM/GIS, data management, and humanitarian information systems (e.g., IMSMA, OSDBMA, KOBO, Power BI, Python, or R, databases).
- Experience conducting needs assessments, developing training materials, and delivering workshops.
- Experience in monitoring and evaluating training effectiveness.
Skills & Competencies
- Strong facilitation, communication, and presentation skills.
- Ability to translate technical knowledge into practical, user-friendly guidance.
- Good analytical and problem-solving skills.
- Fluency in English, Arabic, and Kurdish is required.
