Action Against Hunger is looking for a Senior Compliance Officer based in its office in Erbil.
Work place: Erbil with frequent visits to Ninewa, Salah Al-Din and Anbar.
Type of contract: 6 Months – Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid.

The purpose of the position:
- Contribute to the success of the program and capitalize on knowledge of AICS donor rules for ACF
- Ensure procedural compliance between ACF and AICS requirements
- Guarantee ACF’s adherence to AICS administrative procedures to minimize financial risks for the mission
Mission 1: Ensure continuity and eligibility of project procedures
The Senior Compliance Officer is responsible for:
– Identifying all internal and external risks to the project
– Evaluating preventive measures and managing identified risks
– Analyzing, assessing, and providing recommendations on project procedures, policies, and organizational quality
– Regularly reviewing operations for compliance, making recommendations, and following up on their implementation
Mission 2: Ensure quality of accounting and budget monitoring for the project
The Senior Compliance Officer is responsible for:
– Disseminating and ensuring compliance with accounting procedures for the project
– Ensuring completeness and accuracy of entries, proper budget and accounting allocation of expenses by the Finance Officer
– Verifying the accuracy of cash and bank journals dedicated to the project
– Ensuring proper codification and archiving of accounting documents per ACF rules
– Timely transmission of accounting information to Coordination after base-level closing
– Accounting at the beginning of the month for shared ACF account expenses related to the AICS project and preparing corresponding entries and debit notes
– Overseeing the management of the dedicated bank account and cash box
– Supervising collection and translation of supporting documents and preparing cover letters
– Participating in the update of BFUs provided by the Finance RDD
– Ensuring that all planned program and support activities are budgeted
– Alerting PMs in case of over- or under-spending on budget lines or chapters
– Supporting the PM on the project’s budget management performance
Mission 3: Ensure continuity and eligibility of logistics procedures
The Senior Compliance Officer is responsible for:
– Ensuring ACF and AICS procedures are followed at every stage of the supply chain
– Managing project-specific procedures
– Ensuring compliance and archiving of all supporting documents
– Delivering timely and quality reporting on activities
– Conducting risk analysis on logistics and providing recommendations
– Implementing and following up with partners on logistics arrangements in joint projects
– Developing logistics sections of partnership agreements with partners
– Ensuring ACF and partner commitments on logistics are implemented and monitored
– Supporting partner capacity strengthening as needed
– Capitalizing on innovative practices at base level
– Ensuring proper use and management of the decentralized stock and updating related documentation
Mission 4: Ensure continuity and eligibility of HR procedures
The Senior Compliance Officer is responsible for:
– Ensuring ACF HR procedures are followed for all HR processes under the project
– Managing project-specific HR procedures
– Ensuring compliance and archiving of all HR-related supporting documents
Mission 5: Conduct internal and external project evaluations per the action plan
The Senior Compliance Officer is responsible for:
– Carrying out monthly checks based on previously identified risks
– Ensuring specific controls are carried out by the relevant departments
– Preparing, sending, and explaining monthly control reports to the RDD and updating the recommendation database if needed
– Closely monitoring the program
– Coordinating project audits and providing methodological support if necessary
– Presenting the internal control methodology to staff or auditors as assurance of project activity oversight
– Following up on audit recommendations and maintaining/disseminating a consolidated tracking table
Mission 6: Communicate and alert stakeholders on project monitoring procedures
The Senior Compliance Officer is responsible for:
– Keeping the line manager and/or internal controller and HQ auditor informed
– Raising alerts when necessary to the line manager, internal controller, and HQ auditor
– Drafting and sharing reports or memos required for smooth project implementation
– Participating in base coordination meetings and reporting on compliance activities
Recruitment Criteria:
Education: Degree in Finance, Accounting, Business Administration, Logistics, or a related field.
Experience: At least 3–5 years in compliance, internal audit, finance, logistics, or project control, preferably within NGOs or international organizations managing AICS-funded projects.
Languages: Fluent in Arabic; strong English required for reporting and coordination.
Competencies: Analytical thinking, attention to detail, accountability, organization, confidentiality, and teamwork.
