JOB PURPOSE
The purpose of the MEAL and Programme Quality (PQ) Officer is to provide comprehensive
technical leadership and hands-on support in Monitoring, Evaluation, Accountability, and Learning
(MEAL) for all Oxfam and partner-implemented programs in Iraq.
Directly supervised by the Head of Programmes and receiving technical guidance from the Regional
MEAL and PQ Lead, the officer is the cornerstone of program quality and evidence-based decisionmaking. A core responsibility is to design, implement, and manage robust MEAL systems from
inception to closure; this includes leading project needs assessments, designing and conducting
baseline and endline surveys, mid-term reviews, and final evaluations. The officer will develop critical
program frameworks such as MEAL plans and results frameworks, ensuring they are practical and
aligned with programme goals. Furthermore, the officer will champion accountability to beneficiaries
by establishing and strengthening functional feedback and response mechanisms for both Oxfam
and its partner organizations.
A significant part of the role involves driving organizational learning by systematically documenting
lessons learned, best practices, and producing high-quality reports to inform program adaptation and
strategic planning.
The officer will also play a key role in enhancing the country office’s data management ecosystem
by working to digitize beneficiary data systems and standardize data collection tools across all
projects for surveys, monitoring, and evaluations. This extends to actively supporting the Program
Quality and MEAL Lead in reviewing program reports, ensure donor compliance, facilitating program
quality review workshops and end-of-project learning events, thereby solidifying a culture of
continuous improvement and accountability throughout the country program.

This role requires good analytical and writing skills, with clear understanding about MEAL framework,
data management, tools development, indicator settings,. The role will also require strong data
analysis and report writing skills for internal and donor reporting. This role will also require strong
knowledge of ICT applications, especially spreadsheets, databases, and familiarity with associated
web-based platforms and mobile applications.

❖ Supporting the Program Quality and MEAL Lead in working to improve the accountability mechanism and striving
that it is aligned with CHS standards
❖ Supporting the Program Quality and MEAL Lead in preparing accountability budget for all the new existing
projects
❖ Supporting the Program Quality and MEAL Lead in preparing accountability and feedback mechanism customized
toolkit for information sharing
❖ Preparing monthly and quarterly accountability reports and updating level country-level accountability
database
• Review and update the existing SOP for accountability in accordance with the Oxfam policy for
community feedback mechanisms and feedback guidelines.
• Conduct accountability assessments in all field offices in collaboration with the field MEAL team, and
with the technical support of the Program Quality and MEAL Lead, to assess the effectiveness of existing
feedback mechanisms, and other accountability standards (information sharing and transparency,
participation, and so on), as well as to capture best practices and lessons learned on accountability.
III) Capacity Building for Oxfam and Partner Staff:
❖ Undertakes periodic monitoring and technical support visits to partners to assess progress against the
agreed MEAL system and recommend corrective actions as appropriate.
❖ Organize relevant training and other capacity-building events for partners to carry out MEAL
❖ Works closely with partner MEAL staff or focal points and provides support as appropriate
❖ Ensure effective common understanding between Oxfam and partners on MEAL objectives and
frameworks and organize orientation/workshops/training.
❖ Provide training to Oxfam and partners team on accountability and support them in setting up their own
mechanisms
❖ Assist the partners/consortium members in the design of their MEAL system. Organize relevant training
and other capacity-building events for partners to carry out proper MEAL activities.
❖ Assist project leads/responsible persons and partners in identifying relevant areas on partner MEAL
systems that need strengthening and aligning to the requirements of the individual program and overall
Oxfam MEAL objectives and requirements
❖ Work closely with program focal points and partners to ensure appropriate feedback mechanisms are
incorporated into project teams’ and partners’ projects
IV) System Support and Data/Information Management
❖ Review and compile the Indicator Performance Tracking Table/IPTT/ and Beneficiary and Activity
Tracking Sheet/BATS/ of all active projects on a monthly and quarterly basis, along with the field MEAL
team, and share the compiled IPTT and BATS, that shows the total beneficiaries reached disaggregated
by age, gender, location, and sector with visualized graphs, with the Program Quality and MEAL Lead for
final review and action.
❖ Devising and implementing efficient and secure procedures for data management and analysis that take
into account all technical aspects in accordance with Oxfam’s responsible data management policy
❖ Support the Program Quality and MEAL Lead on the digitalization of the current beneficiary and activity
database in Excel into a more efficient and effective way of data management system in a digital way
using SurveyCTO, Power BI, or other digital platforms. This will be done in collaboration with the Oxfam
digital for programs or ICT team
❖ Lead the development and monitoring of databases, ensuring that assistance to beneficiaries is tracked on
time and information is updated in all Oxfam field offices, as well as ensuring data quality.Supporting the team
in adapting and developing databases as required to ensure appropriate and efficient management of data
needs, and also identify and address errors within the existing databases.
❖ Managing ICT tools (SurveyCTO, i) for mobile data collection – responsible for maintaining regular subscription
of SurveyCTO, and provide support for field MEAL team on designing of forms for different
surveys/assessments when necessary
❖ Sharing updated information related to SurveyCTO to the MEAL and program team when necessary.
❖ Ensure the Oxfam Indicator Performance Tracking Tables/IPTT/ and Beneficary and Activity Tracking
Sheet/BATS/ are always up to date and information is available for the program team whenever needed.

V) Program Quality, Evaluation, Review, and Learning:
❖ With the assistance of the Programme Quality and MEAL Lead, lead and coordinate surveys (baseline
and endline surveys), and assessments, including tool design, data analysis, and report writing for various
projects in all field offices
❖ Lead the Oxfam One Programme Report (OPR) and quantitative report (Oxfam Footprint), and Country
Operational Report inputs from all relevant departments.
❖ Share relevant MEAL findings with projects teams and partners in an appropriate format and follow-up
their implementation.
❖ Supporting field MEAL team in conducting PDMs, data collection, analysis, and reporting
❖ Support the Program Quality and MEAL Lead in the design and management of evaluations, including the
coordination of field-based data collection activities, review of evaluation reports, sharing of evaluation
findings and recommendations with intended audiences.
❖ Together with the Program Quality and MEAL Lead, facilitate annual program quality review and reflection
meetings/learning events for Oxfam programs.
❖ Support the implementation of evaluation recommendations at field level
❖ Assist the project team and partners in documenting lessons learnt, best practices and success stories.
❖ Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the
period.
❖ Ensuring that all regular updates to MEAL all followed, and all forms and protocols & procedures are
updated
❖ Any other tasks assigned by the Program Quality and MEAL Lead
VI) Coordination and Networking:
❖ Participate in and contribute to relevant inter-agency efforts at field level to agree and develop coordinated
/ joint M&E and accountability frameworks and mechanisms.
❖ Attend relevant field-level sectoral coordination meetings to identify opportunities for integration of data
collection activities, harmonization, secondary information sources etc.

Essential
❖ Graduate preferably master’s in social science, business management, data science, statistics.
Economics, development studies, project management and other relevant subject.
❖ Minimum of 4 years’ experience and demonstrable skills in designing and implementing MEAL
systems for economic empowerment.
❖ Degree in social science or relevant discipline
❖ Strong analytical and writing skills
❖ Evidence-based monitoring and evaluation frameworks and programmes, with emphasis on
participatory and partnership-based MEAL approaches
❖ Strong knowledge of ICT applications & mobile applications such as SurveyCTO. Power BI
