An introductory overview of Baghdad Women Association
It is a national Iraqi non-governmental, women-led organization established in June 2004. BWA operates across four governorates in Iraq and the Kurdistan Region. It is one of the leading organizations in the field of women’s rights, with a mission to reduce violence against women and girls by providing comprehensive support services for survivors and advocating for the implementation of appropriate laws and governmental policies.
The Association also works to enhance women’s political participation by fostering leadership, knowledge, and capacity building. BWA continues to pursue its vision by promoting women’s rights and empowering their roles within society.
BWA is officially registered in Iraq with the NGO Directorate at the General Secretariat of the Council of Ministers under registration number (O170901), and in the Kurdistan Region with the Directorate of NGOs under registration number (I-2705).

Project Background
Within the project (BWA) is supporting government institutions to adopt ethical and effective responses to cases of violence against women, by developing a comprehensive training manual on the Survivor-Centered Approach (SCA).
This manual will serve as a key tool for building the capacities of professionals in various governmental institutions who interact directly with survivors.
Objective of the Assignment
To develop a context-sensitive, comprehensive training manual that guides judicial and law enforcement personnel in applying the Survivor-Centered Approach when responding to cases of violence against women and girls.
Responsibilities of the Consultant
The consultant will develop a comprehensive training manual on the Survivor-Centered Approach (SCA), targeting entities that directly interact with survivors of violence. The manual aims to provide practical, context-specific guidance aligned with international standards, focusing on survivor protection, empowerment, and dignity. It will serve as a key reference for upcoming trainings and support sustainable capacity-building within the targeted entities.
Key Responsibilities
- Consult with the BWA project team and review relevant documents to complete the consultancy process.
- Conduct consultative meetings with target groups based on training needs to identify knowledge gaps, priorities, and practical requirements for effective training manual design and implementation.
- Propose an outline of the training manual content for each target unit based on the training needs assessment and consultation with the project team, taking into account the different groups (Ministry of Interior, judges, lawyers, investigators, and social workers).
- Develop a draft of the final training manual, accompanied by a trainee’s guide that includes training objectives, content, methodologies, instructions, tools, exercises, and an interactive agenda to implement five separate trainings, each lasting 3 days, for each target group.
Target Audience
The training manual will be developed for professionals from the following institutions and sectors who are directly involved in responding to cases of violence against women and girls:
- Ministry of Interior, including:
- Community Police Department.
- Directorate for Family and Child Protection.
- Central Emergency Response and Control Directorate (911).
- Judges and lawyers working in the field of gender-based violence.
- Other relevant legal and law enforcement actors engaged in survivor support and protection.
Final Deliverables
- A Training Needs Assessment report completed, including a desk review, situation analysis, stakeholders mapping, and identification of knowledge gaps to inform the training manual.
- A comprehensive Survivor-Centered Approach (SCA) training manual, structured into modules for different target groups, with clear guidance on content, methodology, exercises, and practical examples.
- A facilitator’s guide accompanying the manual, providing instructions for trainers on how to implement the training effectively.
Duration of assignment
The duration of the consultancy will be 30 days, from November 10, 2025, to December 10, 2025. The consultant will carry out the work flexibly on a task-by-task basis, coordinating with the targeted entities according to their availability.
Work location
The work will take place in Baghdad and will be conducted both onsite and online, depending on the nature of the tasks.
Please note that the planned working schedule is subject to change, so a degree of flexibility is required from the consultant.
Re Required Qualifications
- Advanced university degree in law, social work, human rights, or a related discipline.
- At least 7 years of professional experience in addressing violence against women and girls.
- Proven experience in developing training manuals or technical guides for legal or protection professionals.
- Strong skills in training facilitation, documentation, and report writing.
- Fluency in Arabic is required; English proficiency is an asset.
- Good knowledge of the Iraqi context, especially justice and law enforcement institutions.
