Are you an experienced HSE Officer passionate about safety and compliance in construction projects? Qaiwan Group is seeking a proactive and detail-oriented Health, Safety, and Environment (HSE) Officer to join our team at the Slemani Heights project. The ideal candidate will play a key role in ensuring a safe working environment and promoting a culture of safety on-site.

Role and Responsibilities:
A. Implement and enforce the project’s health, safety, and environmental policies in line with local regulations and company standards.
B. Conduct daily safety inspections, hazard assessments, and site walkthroughs to identify potential risks.
C. Investigate incidents, accidents, and near-misses, preparing reports and recommending corrective actions.
D. Conduct safety inductions and toolbox talks for site personnel and subcontractors.
E. Ensure proper use of PPE and safety equipment, and monitor unsafe behavior or conditions.
F. Maintain updated records of safety documentation, including incident logs, inspection reports, and training records.
G. Coordinate with project engineers, supervisors, and contractors to maintain a safe work environment.
H. Monitor compliance with environmental standards related to waste, noise, and dust control.
I. Liaise with regulatory bodies for site audits, permits, and official inspections.
J. Support the implementation of emergency response plans and participate in drills.
Qualifications and Education Requirements:
i. Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
ii. NEBOSH IGC, IOSH, or other HSE certifications (required).
iii. 3–5 years of experience as an HSE Officer in construction projects (required).
iv. Good knowledge of local HSE regulations, construction safety standards, and environmental compliance.
v. First Aid and Fire Safety training certifications are a plus.
Required Skills:
1- Strong observational and reporting skills with high attention to detail.
2- Ability to communicate safety procedures clearly to all levels of staff.
3- Capable of working under pressure and handling emergency situations calmly.
4- Strong interpersonal skills to engage site workers and promote safety culture.
5- Language: Fluency in Kurdish and English (Arabic is a plus).
