Position Title: M&E and Child Rights Expert

Brief description of the organization
Al-Mesalla.ORG for Human Resources Development is a non-governmental, non-profit civil society organization registered with both the Kurdistan Regional Government (KRG) and the Iraqi Central Government. Since 2004, Al-Mesalla has been actively operating in Iraq, focusing on civil society empowerment, women’s rights, livelihoods, peace, and justice.
Background
Al-Mesalla Organization is implementing a sport for development project focused on promoting youth engagement, social inclusion, and safeguarding in schools. The project involves sports activities, teacher training, and capacity-building workshops. To ensure accountability and alignment with child rights principles, Al-Mesalla seeks to engage an experienced M&E and Child Rights Expert to oversee the monitoring systems and ensure that child protection principles are integrated into project implementation.
The expert will provide technical oversight and advisory support on both monitoring and evaluation, and child safeguarding components. This includes developing data collection tools, reviewing field implementation, and ensuring all project components adhere to child rights frameworks and protection standards.
Key Responsibilities:
Monitoring and Evaluation:
- Develop and refine M&E tools to track project outcomes, outputs, and indicators.
- Review monthly activity reports and provide feedback to project staff.
- Conduct field monitoring visits (if applicable) and assess the quality of data collected.
- Support the development of midline and endline assessment tools.
- Contribute to donor reporting by consolidating project achievements and learning.
Child Rights and Safeguarding:
- Ensure child rights and safeguarding policies are respected in all field activities.
- Review training content and session designs from a child protection lens.
- Provide technical input to ensure inclusion, gender sensitivity, and safe participation.
- Train and mentor field staff and coaches on child safeguarding principles.
- Respond to or escalate safeguarding concerns in coordination with the Protection Focal Point.
Deliverables
- Monthly technical report outlining M&E insights and safeguarding feedback.
- Updated M&E framework and indicator tracking sheet.
- Reviewed and finalized training materials aligned with child rights principles.
- Orientation session delivered to staff and/or teachers on child protection standards.
- End-of-assignment report with key recommendations.
Supervision & Reporting
- The expert will report directly to the Project Manager and will coordinate closely the M&E team. Coaches must ensure that all activities comply with Al-Mesalla’s policies on child protection, gender equality, and inclusivity.
Qualifications & Preferred Skills:
- Advanced degree in social sciences, human rights, education, or a related field.
- Minimum 5 years of experience in monitoring and evaluation in development projects.
- Proven experience in child protection, child rights, or safeguarding.
- Familiarity with international child rights frameworks and donor compliance standards.
- Excellent communication, reporting, and facilitation skills.
- Fluency in English and Arabic/Kurdish is an asset.
