The HALO Trust is seeking a reliable and experienced Community liaison officer to join our team in Baiji. The primary duty of the Community Liaison Officer is to support the HALO operations in Salah Al-Deen governorate in all aspects relating to liaising with relevant national and regional authorities as required. He will be specifically responsible for facilitating effective communication and contact with national authorities to ensure that communication with HALO staff is effective and accurate. The role also involves operations support in terms of preparation of movement clearance paperwork, training preparation and delivery, and other operational tasks that may be requested by the location manager.
The Community Liaison Officer will form an integral part of the HALO Iraq SAD Location, covering primarily (Baiji and Tikrit) as a main area of operation but not limited to which may cover SAD province based on need, and will be responsible for the liaison between HALO and government departments and other stakeholders, at the governorate and local levels. His/her responsibilities include:
• Establish key point of contacts with ISF, Government offices at SAD Area levels.
• Report to, and conduct tasks as requested by both SAD Location Management and Programme Liaison and Compliance Manager as required.
• HALO offices registration and update information with related government offices and Mukhtars.
• Responsible for obtaining all licenses and permissions required to conduct its activities in SAD Area.
• Assist in coordination of vehicle movement permissions, and managing the renewal process of vehicle movement permissions for all HALO SAD Area staff with the Fleet Manager/ Fleet officer and HR.
• Coordinate with Government/NGO agencies in SAD for reporting, registration, or other purposes.
• Maintain files and archives of official documentation
• Facilitate meetings for Programme/location Management with different stakeholders in areas of SAD.
• Be available to assist and support HALO international staff when needed, even after working hours.
• Responsible for official correspondence with government offices.
• Assist the location manager and liaison, and compliance manager in process mapping for government procedures.
• Assist the location manager and liaison and compliance manager in stakeholders mapping for political actors, security actors, and tribal key people in SAD.
• Assist the location manager to get contacts with stakeholders in the location. Suggest and arrange meetings with important stakeholders in coordination with location Manager, Liaison, and Compliance Manager.
• Review and monitor daily news for major humanitarian changes.
• Create and update stakeholder contact list for SAD Area of operation.
• Give awareness for team leaders and drivers on how to improve HALO access negotiation in the checkpoints when needed.
• Report the accident/incident directly to location Manager /Liaison and Compliance Manager as required.
• Responsible for the guards at the Tikrit villa and Baiji compound, including adherence to working hours and their technical activities.
• Any additional duties as may be required.
Requirements:
Essential
• Years’ relevant experience as a liaison or similar duties in SAD Area.
• Experience in working with various government agencies in SAD Area.
• Prior experience with HALO Iraq and mine action standard operating procedures
Desirable:
• Valid manual vehicle driving license
• Basic computer literacy, including Microsoft Office applications.
• Excellent discipline record, with no previous suspensions, written warnings, or formal complaints within the past two years.

Other Details & Application:
The HALO Trust team in Baiji works a Sunday–Thursday schedule, plus one Saturday per month
Start Date: 1 September 2025
Working Hours: 07:00 – 15:00 in winter months, 06:00 – 14:00 in summer months. A total of 48 hours per week.
