About the Project:
The You are the Change project is a two-year initiative implement by PartnersGlobal Iraq Branch, in partnership with local organizations. This project is aimed at addressing labor violations faced by Iraqi workers across key sectors. The project supports the enforcement of Iraqi labor law and promotes workers’ rights by providing legal expertise, capacity-building, and advocacy. The initiative focuses on combating a range of labor abuses, including wage theft, unsafe working conditions, discrimination, and violations of contractual rights, which remain widespread in the country due to enforcement gaps and limited legal awareness.
About the Activity:
This activity is designed to support the identification, prevention, and response to labor rights violations, with a specific emphasis on child labor. Under Activity 1.3.2 of the You Are the Change project, the legal advisor will lead the design and delivery of two 3-day training-of-trainers sessions for labor inspectors in Baghdad and Basra. The training will focus on equipping inspectors with the knowledge and tools needed to recognize and address violations of labor law, particularly those involving children in situations of forced or hazardous work.
The sessions will incorporate Iraqi labor law, international legal standards, and safeguarding principles, including trauma-informed interviewing, safe child removal procedures, family coordination, compensation for unpaid wages, and pathways to education and support services. The training will also include modules on legal documentation, inspector responsibilities, age verification methods, and strategies for prevention and remediation of child labor among employers. The legal advisor will ensure that content is legally sound, contextually appropriate, and applicable for inspectors serving as peer trainers within their respective regions.
In addition to facilitating these trainings, the legal advisor will contribute to ongoing case management under the project, providing legal expertise and support for addressing individual and systemic labor violations affecting Iraqi workers.
Aim of the Consultancy:
As part of this initiative, the legal advisor will be responsible for supporting Activity 1.3.2: equipping Ministry of Labor and Social Affairs (MoLSA) inspectors to properly identify and respond to labor rights violations, particularly those related to child labor. The Legal Advisor will provide expert legal support and guidance on labor rights issues affecting Iraqi workers, assist in addressing labor violations, and contribute to strengthening the capacity of labor inspectors and relevant stakeholders. The Advisor’s work will support effective legal interventions aligned with Iraqi Labor Law No. 37 of 2015 and international labor standards.
Scope of Work/ Key Responsibilities:
Training Delivery
- Design and deliver a three-day in-person ToT for MoLSA inspectors (in Baghdad and Basra) on child labor, incorporating:
- Legal frameworks: Iraqi Labor Law No. 37 of 2015, international labor standards, and child labor conventions (e.g., ILO Conventions)
- Develop interactive training materials (case studies, role plays, quizzes) tailored to the Iraqi context.
- Conduct pre- and post-training assessments to measure knowledge improvement. Legal Advisory and Case Support
- Provide technical guidance on investigating child labor cases, including documentation and legal processes.
- Advise MoLSA inspectors on practical challenges in the field.
- Support inspectors in implementing trauma-informed and child-sensitive approaches to ensure safe removal of children from forced labor.
- Develop a final report on challenges and recommendations for improving child labor case management in Iraq.
- Work closely with MoLSA, PartnersGlobal, Al Firdaws Association, and other project partners to ensure training and legal interventions are locally relevant and aligned with program priorities.
- Participate in consultative discussions with MoLSA and CSOs to incorporate lessons learned from the “You Are the Change” project.
- Reporting and Documentation
- Produce a final training report, including curriculum, participant evaluations, challenges, and recommendations.
- Submit a brief case management support report highlighting gaps, best practices, and practical suggestions for safe and sustainable child labor remediation.
Qualifications:
- Advanced degree in law, human rights, or a related field.
- Strong expertise in child labor legal frameworks, including Iraqi Labor Law No. 37 of 2015 and relevant international standards.
- Proven experience delivering ToT sessions and capacity-building activities for government or CSO stakeholders.
- Demonstrated experience in case management and providing legal advice on child labor and labor rights issues.
- Familiarity with Do No Harm principles and safeguarding best practices.
- Excellent written and verbal communication skills in Arabic; English proficiency is an asset.
Preferred Experience:
- Previous experience working on child labor issues
- Previous experience working with MoLSA
Duration and Workload
PartnersGlobal anticipates a combined total of approximately 60 days of work, with the allocation of days flexible and dependent on project needs and priorities.
