About the Project
The Kurdistan Center for International Law (KCIL) through the (Justice Resilience Initiative Project 2024-2025) which serves to strengthen the rule of law through incorporating international human rights standards for Crisis prevention in the KRI) aimed to address challenges in the KRI judicial system by focusing on justice, human rights, and crisis prevention. By collaborating with key stakeholders, including judges, prosecutors, lawyers, law students, MPs, advisors, community and military personnel, the project aimed to enhance their understanding of fair trial procedures and international human rights principles as tools of crisis prevention. The project will involve workshops, training sessions, manual development, participatory grantmaking for societal initiatives and awareness-raising videos to foster a deeper comprehension of these principles and their role in preventing crises. The project also strives to improve existing laws and parliamentary processes while ensuring the harmonious coexistence of different communities.
Evaluation Consultant’s main task:
- The evaluator generates an inception report, outlining the methodology and definition of his/her role. The evaluator produces the final report. The inception report is due one weeks before starting the field study.
- The evaluator compiles both the inception and the final report in English.
About the evaluation
KCIL is looking for an External Evaluation Consultant to assess the impact, benefit, program strategies, methodology, and the quality of the project (Justice Resilience Initiative Project). The consultant requires to include the following in his/her methodology and try to get reflection on the suggested questions:
- Implementing the Project in Light of Change and Vision:
- To what extent did the project adhere to its long-term vision?
- Was the vision stated clearly, and were the actions performed in alignment with achieving it?
- Effectiveness:
- How effective were the chosen methods and strategies in achieving the desired results?
- Efficiency:
- Was the project completed on schedule and with minimal resources?
- Were any time, money, or resource investments made that weren’t necessary?
- Measurable Results
- What tangible outcomes can be identified that demonstrate progress toward the targeted changes and the future vision?
- Organization’s Function in the Context of the Conflict:
- Has the organization demonstrated any biases or maintained its neutral stance?
- How has any perceived or actual partisanship impacted the project and its reception among stakeholders?
- Why were certain partners preferred above others in the choice of partners?
- What selection criteria were followed, and how did these partners affect the project’s success or challenges?
- Impact:
- How have the organization’s role, its biases (if any), and its ties affected the methods it has chosen?
- How has this in turn impacted on the project’s overall effectiveness?
- Strategy, methodology, and intervention activities’ applicability
- How well does the chosen intervention strategy fit the demands of the conflict situation, as indicated by the strategy?
- Strength of the approaches used: Were they founded on reliable research, best practices, or prior successes?
- Were they able to change with the conflict’s shifting dynamics?
- Activity Relevance
- How directly significant were the activities to resolve the conflict? Did they deal with immediate issues, underlying issues, or both?
- Feedback from Stakeholders
- What do stakeholders and beneficiaries think about the initiatives’ applicability and effectiveness?
- Feedback system: Did the project have systems in place to gather and act on stakeholder and beneficiary feedback?
- Challenges and Learnings
- What obstacles did the project have to overcome, and how they were addressed?
- What conclusions may be taken about future interventions from these experiences?
- Recommendations:
- The evaluator recommendation in light of the findings to enhance next initiatives and interventions in situations of similar conflict?
Timeline
The following timeline to be agreed upon:
- Phase I : Inception report 25 Oct 2023 – 30 Oct 2025
- Phase II: Discussion of the Inception report 3 November 2025
- Phase III: Field data collection 09 November – 20 November 2025
- Phase V: Data analysis, triangulation and developing the draft report 21 – 28 November 2025
- Phase VI: Validation with KCIL team 29 November 2025
- Phase VII: Delivering the final report 5 December 2025
Qualifications & Preferred Skills
- At least a bachelor’s degree in social sciences or other relevant disciplines.
- Minimum of 5 years of experience in designing, implementing, and conducting evaluations and/or in the non-profit sector.
- Demonstrated in-depth understanding and practical experience in implementation project on human rights in the KRI.
- Strong organizational skills, analytical skills, and attention to detail.
- Strong interpersonal and communication skills, both oral and written.
- Fluency in spoken and written English and Kurdish is required. Arabic is an additional asset.
