About Us:
Miran Energy Ltd. (“MEL”) is a joint venture between HKN Energy and ONEX Group, formed to develop the Miran Gas Field in partnership with the Kurdistan Regional Government. The venture combines deep technical capability and a long-term investment approach to deliver sustainable energy solutions.
The Miran Gas Field, located in the Kurdistan Region of Iraq, could hold an estimated eight trillion standard cubic feet of recoverable natural gas. The joint venture agreement paves the way for the phased development of the field.
Position Summary:
- Acts as the single point of contact for all project-related supply chain functions
- Engages and manages third-party suppliers and contractors to meet project milestones
- Leads the supply chain management (“SCM”) activities of MEL operations in Kurdistan ensuring the smooth flow of materials and services throughout the project lifecycle.
- Steers supply chain processes in accordance with MEL and MNR requirements.
- Ensures MEL compliance with MNR procurement and materials management policies & procedures as detailed in the PSC.
- Liaises with MEL legal department on contractual issues.
- Liaises with MEL senior management team on SCM strategic decisions.
- Works independently with a minimal level of supervision and knows when to seek support.
- Actively contributes to the decision-making process, able to deliver against agreed actions when decisions are made.
- Office-based position in Sulaymaniyah & Erbil, Kurdistan with travel to MEL bases and field operations as required.
Main Duties & Responsibilities:
- Leads the SCM department, including Contracts, Procurement and Materials and Logistics teams.
- Develops and manages supply chain strategies to meet business requirements which maximise and protect value.
- Develop and implement project-specific procurement strategies, timelines, and plans.
- Directs SCM in delivering value to the business and mitigation of risk through the contracting and procurement lifecycle, including effective planning, sourcing and contract management.
- Assures compliance for the SCM department in adherence to MEL procedures, JVA, PSC and local and international law, and supports all internal and external business audit requirements.
- Provides clear, coherent and effective supply chain management processes from requisition through to contract close out.
- Provides contract management advice to all stakeholders.
- Actively seeks opportunities to drive cost reductions and savings in all aspects of company spend.
- Continuously monitors SCM performance against agreed KPIs.
- Identifies and develops opportunities to encourage the use of local suppliers for goods and services.
- Delivers effective supplier performance management.
- Develops and strengthens the capability of the SCM department through the progressive use of personal development and succession planning.
- Prepares weekly / monthly reports and informs MEL management on contracts and procurement related activities as required.
- Execute and oversee purchase order execution, vendor follow-up, expediting, and tracking of deliveries
- Identify, pre-qualify, and engage suitable vendors and service providers, including the local market where feasible.
- Liaise with construction and commissioning teams to ensure material readiness and resolve supply issues as they arise.
- Monitor and report on supply chain progress, risks, and cost status regularly
- Coordinate logistics and transportation of project equipment and materials as needed
Minimum Qualifications:
- Minimum fifteen (15) years’ experience supporting oil company operations in a supply chain role either for an international oil company or oil service company.
- Preferably educated to degree level in an appropriate field.
- Substantive proven experience across all aspects of the contracts and procurement lifecycle, including claims management and resolution.
- Experience in formulating and negotiating complex contracts across the exploration and oil production environment, preferably with experience in the engineering, procurement and construction of large sour gas treatment facilities.
- Substantive exposure to all disciplines within the supply chain function – experience should include knowledge of contracting, procurement, materials management and logistics.
- Demonstrated leadership and self-starter with excellent communication skills and the ability to manage outsourced staff.
- Demonstrates strong understanding of and commitment to environmental, health and safety practices.
- Strong legal and commercial acumen.
- Fluent in English, both written and oral.
- Capable of handling multiple tasks simultaneously.
- Good analytical skills.
- High level of competency with the Microsoft suite of applications.
- Preferably educated to degree level in an appropriate field.
- Preferably CIPS / MRICS certified.
Physical Requirements (if needed):
- Must be able to travel to project sites, vendor premises, and logistics hubs as required.
- Able to work extended hours during peak project phases, especially during construction and commissioning.
