The project aims to support Out-of-School Children (OOSC) in Iraq by improving access to inclusive and quality education.

Contract Type: Full-time, 12 months (renewable, subject to donor funding and satisfactory performance)
- Job Purpose
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for ensuring that all project interventions under the FORSA Project are effectively monitored, evaluated, and reported in line with Education Above All (EAC) and Save the Children (SCI) standards. The role ensures the collection, analysis, and reporting of high-quality data to measure progress against indicators such as Out-of-School Children (OOSC) identification, enrolment, and survival rate, while promoting accountability and continuous learning within the project.
- Key Responsibilities
- Lead the implementation of the MEAL plan in line with the FORSA Project’s Performance Monitoring Plan (PMP) and Results Framework.
- Develop and maintain data collection tools for tracking key indicators related to OOSC enrolment, retention, and learning outcomes.
- Coordinate with the Education Officer and Community Mobilizer to ensure accurate data on OOSC identification and enrolment.
- Manage the project database and ensure timely and accurate entry, cleaning, and analysis of data.
- Conduct field monitoring visits to verify project activities, data quality, and compliance with EAC standards.
- Prepare and share progress reports, dashboards, and data summaries for internal and donor reporting.
- Facilitate lessons-learned workshops and document best practices for knowledge sharing.
- Ensure mechanisms for feedback and accountability to beneficiaries are in place and functioning effectively.
- Support staff capacity building in MEAL tools, data collection, and reporting.
- Contribute to evaluations, assessments, and external audits as required.
- Qualifications and Experience
- Bachelor’s degree in Statistics, Monitoring & Evaluation, Education, or a related field.
- Minimum 4 years of experience in MEAL or data management roles with NGOs or donor-funded projects.
- Proven knowledge of EAC indicators, PMP frameworks, and logframe-based monitoring.
- Experience with quantitative and qualitative data collection and analysis tools (e.g., Kobo, Excel, Power BI, or SPSS).
- Strong understanding of accountability, safeguarding, and participatory monitoring approaches.
- Excellent English and Arabic communication and report-writing skills.
